House Passes Bill that Prevents Fees on Streaming Services
The Missouri House has passed HB 2057 to modernize the state’s regulation of video service providers and address concerns related to franchise fees for streaming services. The bill proposes amending the definition of “video service” to include streaming content, adapting to the evolving video services landscape. While maintaining the exemption of streaming providers from franchise fees, the legislation asserts that attaching such fees to internet services may violate federal law. Supporters argue against imposing traditional franchise fees on satellite and streaming services, emphasizing potential consumer bill increases. “This legislation not only ensures fairness in franchise fee exemptions for streaming providers but also protects consumers from unwarranted increases in their bills,” the bill sponsor said. “By addressing the evolving landscape of video services, we are fostering innovation while safeguarding the interests of both providers and the public. This bill reflects our commitment to responsive governance and a thriving digital future for Missouri.”
The bill is positioned as revenue-neutral, maintaining the status quo, and now advances to the Missouri Senate for further consideration.
Missouri House Passes Legislation to Safeguard State Water Resources
The Missouri House has successfully passed a comprehensive environmental protection bill, HBs 2134 & 1956, with the primary goal of preventing companies from storing and spreading meatpacking waste on rural Missouri farmland. This bipartisan initiative gained support from both rural and urban lawmakers.
Under the legislation, companies intending to construct storage lagoons for animal byproducts would be required to conduct monthly tests on waste for heavy metals and pathogens. Additionally, the bill mandates the installation of groundwater monitoring wells to prevent any material seepage into water bodies. Notably, large animal feeding operations are exempt from these provisions, with the overall intention of addressing environmental concerns while supporting the meat processing industry.
Originating from complaints in southwest and central Missouri, residents have expressed concerns about the odor and environmental hazards associated with the storage and spreading of waste material from poultry and meat processing.
The bill sponsor highlighted the exploitation of a loophole by companies, affecting both the environment and the agriculture industry. He emphasized the need for regulation and reasonable application of waste management.
The bill introduces a nutrient management standard overseen by the Department of Natural Resources, emphasizing responsible waste management. It focuses on protecting hydrologically sensitive areas and grants the department enhanced monitoring capabilities. Moreover, it restricts the Clean Water Commission from exempting entities from water pollution permits unless engaged in product sales. The legislation also streamlines operating permit processes, ensuring compliance with construction standards for facilities.
